Q.: Last fall [Sept. 29,1996] you printed [provisions of] New York City's heating law. Please, do the same regarding the city's cooling law! Please, include start and end dates, outdoor-indoor temperatures, etc.!

"Unfortunately," said Curt Ritter, a spokesman for the mayor's office, "there is no such law on the books."
